The hell it doesn't. It fucks up the game balance, as it means that no money goes out from the players, and instead players collect more and more money until usually the bank gets bankrupted. Result: The game takes on average an hour longer than if those rules weren't in the game, and it tends to be two uber rich players, so is boring for everyone else who got knocked out ages ago.
And no, it isn't a real rule. Auctioning is a real rule (and speeds up the game and actually makes it better), which no-one plays because it is "too complicated."
Honestly, Monopoly has some problems in the gameplay, but most are made 100 times worse by "house rules" that people play with.
The usual culprits:
* Adding one of each note in the centre at the start of the game
* Adding any money lost from taxes into the centre
* Landing on free parkig gets the player all $$$ in the centre.
* Allowing mortgaging properties without selling houses
* Allowing building houses unevenly on properties in ther same colour.
All these (totally made up) rules should be ban. National and local ban.
